I.  Preamble

Internet Relay Chat (IRC) is designed to allow person's of any age, sex or creed to speak and meet in a forum. IRC offers a fairly secure means of sharing opinions, and learning of other cultures.

DecayOnline was developed to allow not just teens, but anyone to come together for a friendly chat with others. Here you can find people from all six inhabited continents getting together and learning more about each other and other's way of life. We strive to bring safe and non-discriminatory services to users all over the planet.

We provide staff to keep the servers running day in and day out at no cost to you. We work hard to make sure that you and your computer are safe while using our network. We mask your IP address as a deterrent to having someone locate you. We are honored that you use DecayOnline.

II. ABOUT THIS DOCUMENT

This document describes the rules our users should adhere to. You may consider this to be your license agreement with DecayOnline, and its affiliates. By using our services (i.e. connecting to a server or using the forum) you agree to the terms and rules stated in this Charter. It is your responsibility to keep up-to-date with current regulations of DecayOnline, including this Charter document. Other changes will be broadcasted through global network notices or the website, including its forums.

This document is only a part of our complete Charter. This portion concerns rules our users should abide by. Our Staff Charter contains more inner workings of our network administration and goes over rules for our operators and administrators, as well as our committees. The Staff Charter will be available for our users to view, when it is finalized


III. Terms of Service (TOS)

Disclaimer

DecayOnline (DecayOnline, Dedicated Entertainment Chat Agency Youth Online), including all its hosts, services, servers, staff and any affiliations offers its services free of charge, and may terminate your connection (ability to use the service/server) at any time, or for any reason. Connection to the network is not a right, but a privilege. The network offers no warranty of any kind for the services provided, and you may not hold the network responsible for anything that happens as a result of the usage of the service. This includes, but is not limited to, offensive language and/or comments, as well as data transfer. Any damages you may incur caused by the usage of the service are your sole responsibility. It is also your responsibility to keep up to date with the charter as it is updated from time to time.

DecayOnline's channel list is scanned and made available online at www.searchirc.org by the staff of SearchIRC. Channel owners wishing not to be listed may set their channels to operate in secret mode (+s).

By connecting to the network or using any of the network services, you agree completely to the Terms of Service in full. If you disagree with any rule(s) stated above or within this document you may not use any of our service(s).

IV. Rules and Regulations

IV.a IRC Rules and Regulations

This section applies to the rules and regulations
instituted on the IRC service.

Child pornography is strictly prohibited. Violations will be reported
to the proper authorities.
Harassment of any individual including staff is prohibited.
Violators will be banned.
Due to abuse open proxies and unauthorized BNC's are not allowed.
They will be denied access.
Usage/testing of hacking programs/methods are prohibited. Violators will be banned, and reported to the proper authorities.
Cloning or connecting more than two clients from a single IP/host is prohibited. Excess clones will be /killed and/or banned.
FloodBots, CloneBots, WarBots or scripts of that type are NOT allowed, And will not be tolerated.
Impersonation of staff is not allowed. Violations of this rule will
result in an immediate ban.
Advertising/Inviting (spam) for any channel, network, website, or service(s) is strictly forbidden. Violators will be banned.
(Distributed)Denial of Service ((D)DOS) attacks against the network or its users are forbidden. Violations will be reported to your ISP and/or the appropriate authorities.
Abusing Services (ChanServ, NickServ, BotServ, MemoServ, etc) is not permitted. This includes, but is not limited to, flooding or brute force attacks. Violators will be banned. You may be in violation of the rules if a staff member deems any action as inappropriate. Repeatedly joining or parting channels in rapid succession, is Prohibited and may result in ban from that channel and or network depending on the severity, to be determined by the Senior Oper at the time.
 

 

IV.b Forum Rules and Regulations

This section applies to the rules and regulations
 instituted for
DecayOnline.

Harassment of any individual including staff is prohibited.
Violators will be banned.

Pictures/avatars may not contain nudity or pornographic images.
Violators will be banned.
Obscene login names/channels will be deleted. 

V.  Disciplinary Action

The procedure for registering a complaint about an IRC Operator or Admin is:

Try to resolve the problem by talking to the IRC Operator or Admin directly.

If there is still a problem, report it to the Admin on whose server he or she has an O: line. In the case of an Operator with more than one O: line, try to report to the Admin of the server the Operator was oper’d on at the time of the event, if possible.

If the problem remains unresolved after the Admin has investigated and made a decision, a report can be sent to the owner of the network with supporting documentation.

B. DecayOnline staff will not: Use profanity, exhibit sexual behavior in public while 'on duty', impose unwanted sexual behavior toward others, harass staff or users, exhibit stalking behavior, abuse services, abuse oper commands, be disrespectful toward staff or users, neglect responsibility toward the server or damage property.


VI. Staff Rules and Regulations

Rules

Only /kill clients if they are in violation of the charter.
CHGHOST/CHGIDENT/CHGNAME or Services Raw Commands must not be used unless a client requests it.
GETPASS/SENDPASS/DROP must be limited to clients that request it. (DROP may be used in EXTREME circumstances when in violation of the charter)
 Do not use your IRCOp status to evade channel bans or modes, unless you have access in the channel.
Globals are for alerting users to important information about
DecayOnline only.
OperServ EXCEPTIONS must be approved by the Network Organization.
All staff must be in #
DecayOnline when on duty.
Staff must turn off ANY scripts that would kick another staff member when in #
DecayOnline.  No Oper shall ask for any mode changes (SOP, AOP, etcetera) while in any channel, excluding the Staff Channel.
Server Owners are only allowed three (3) O:lines per server. (O:Lines will be added more as needed ask net owners). O:Lines are to be restricted by host and IDENT do not use *@* as this poses a Security Risk
All kills/Glines must have a reason, and the reason must be expressed in the kill/GLines message.

It will be assumed that an oper is 'On Duty' when at least one of the following conditions exists.

The oper is: +O @ when doing so as a representative of DecayOnline staff participating in the mediation of a dispute monitoring user or channel situations, incognito or not attending DecayOnline staff meetings

Posting messages on DecayOnline and acting as a representative of DecayOnline

Behavior

All staff is to behave in an appropriate and professional manner. If you act in a manner that doesn't promote the wishes of, DecayOnline, the Network Organization or the User Organization, you may be removed as staff.
